AI No start from CVN-71 while and after cat 1 & 2 are blocked.

If cat 1 & 2 are blocked, there ist no start from cat 3 & 4 during the blockade.

Once the obstacle is gone (CH-53E) there are still no starts from cat 1-4 ...
