Set it as a SWITCH rather than a MODIFIER (I think the other option is modifier, but whatever it is you want switch) in the controls options in DCS. 1st press turns it ON, 2nd press turns it OFF. Only downside is that there is no indicator of it's current status unless you use caps lock or num lock or some other key that has an indicator on your keyboard.

What I need is a modifier that works together with another button so that I can map a second function for it but I don't want to have to hold down the modifier button all the time. I can't see an option "switch" in the controls-panel. Can you help me with that?

Under modifiers in DCS control assignments you will see two columns or boxes one called modifiers and the other called switches. Both work similar but switches are modifiers that work as an on/off toggle (exactly what you are asking for).
