Measuring frame times for nonVR displays

Is there any way to do this? There is so much talk in the VR forum about cpu frametimes being limited so that the 3080 makes no added benefit over a 2080 or even a 1080ti in some reports.. How can i see if my cpu is choking or if my GPUs is the rate limiting factor to frame rates?
