Strange lighting in and under cloud layers

I and others have had some strange lighting issues with night time overcast clouds.

Typical example at 6:40 (and every time I'm low level during landing) in this video.

 

 

Is this a known issue? (If so, what's causing it?)

PS: Additionally there's a weird situation with ground-dust blowing into the wind - See example in the video linked above on take-off (I take off into the wind, but the dust is heading away from me!)
