Mission setup help "Scripts, server mods ect."

I am fairly new to DCS Mission Making and still trying figure out how things are done.

#1 I am trying to make it so the a player playing as JTAC Or Tac commander. Can tell the reaper or other drones that are active on the map where to search or what to target. 

 

#2 How to setup radar or SAM sites in mission EG use a Helicopter to fly out to a site and setup a EWRS

 

#3 Any other suggestions to make the missions better for both pilots and commanders P.S. already using DCS Liberation Mission gen
