LUA edit for separate Launch Bar EXTEND and RETRACT commands

Especially for anyone who use the Winwing PTO panel.  LAUNCH BAR commands discussed in this thread about Hook Bypass switch.

I just use my mouse. Left click lowers the bar and right click raises it. Brain fart, maybe I have that reversed.
