Couldn't find that this was reported and it was driving me nuts when I was trying to figure out offset use today.

In the May '21 version of the F-18 manual it says you enter how much you want to OFFSET the elevation from the waypoint elevation (see page 159).  In reality, to get the proper offset you need to set the actual elevation of the offset point (not the difference from the waypoint) as is demonstrated in Matt Wagners video on OAP.  At high altitude (on Nevada map for example) if you leave it as zero (assuming the offset will be close enough to the original to not have much difference in elevation) it screws up the bearing/etc because your elevation is off by 1,000's of feet.
