Flickering

I am getting some flickering while flying to rota island. You can’t see in the video but it starts from the aircraft carrier to the right of the island, the only way I can explain it is someone shining a torch for a couple of seconds from the stern of the carrier then a flicker. 
also suffering from any edge that covers water or cloud flickers silver.

The cloud and water issue I solved using high water and above standard cloud settings. 
 

still haven’t reproduced the flashing since.
