Interior lights dials

I was reading around in the Natops, like I usually do when I need to sleep and I noticed that in the one I was reading it shows the lights dials ranging from generally 0-14 not 0-9 like we have in DCS and I was wondering why.

So, I went and looked at the A model and B model Natops and saw the same thing 0-14 not 0-9 so i'm just wondering why the discrepancy?
