You should change it into "Axeman" like mission 13

Thanks for the report! For some parts of some missions, the EWR is not intended to be available for direct communication to avoid stepping on voiceovers. If he's completely unreachable the entire time, though, there is an issue. I'll check into these missions ASAP

Yes, I understood, that why the mission put EWR as triggered action, that mean EWR only connect after voiceovers. but the problem is, even I made a custom mission, I put it only just 1L13 with callsign deathstar, it doesnt work. after I give some test, there only  top 5 axeman as overlord, darknight as magic, warrier as wizard , pointer as focus , eyeball as darkstar can talk as awacs. there is belong common issue and I reported.
