bug in the nations list?

Hiya all. I've been creating little missions for myself just to learn to fly the shark and its systems, but I think I've found a bug (maybe).

 

I decided to mark red force as "Russia and Insurgents" and everybody else as blue force. No problem (see photo 1).

 

But when I go to launch the mission, it lists everybody as a friend, and everybody as an enemy (see photo 2).

 

Anybody else experienced this? Am I just missing something glaringly obvious?
