Rocket damage from M229 heavy rocket, seems more powerful then both S-8KOM, and S-80FP?

So attacking the same ural truck target with rockets the M229 heavy HE rocket seems to do more damage then both the larger S-8KOM and the even larger S-8OFP versions. Is the damage too high for these rockets, or is the damage for the S-8 rockets too low? 

Is there anyway to check what they are set to do for damage in game, I tried multiple tests and it seems that the M229 has significantly more splash damage, which based on the fact that it seems to have a smaller warhead in real life doesn't make a ton of sense. I know the S-08KOM is a heat/frag warhead so maybe not so big of an explosion from that and it's more focused but the S-8OFP is a high explosive warhead, and it doesn't seem to have nearly the same splash damage as the M229.

personally I think the M229 rockets are fine, but I've always found the S-8 series to be a tiny bit underwhelming.
