Jester can't get lock inside of 20 NM

I'm basically blind until the target gets into visual.  This is even happening in STT.  If I have someone locked up he will lose lock.  It will happen like clockwork even with the target nose on at angels 30.

Turn off the setting to swap to P-STT, and if you feel the need, tell him manually to do so while in the 30-40 mile range.
