Built in ATIS functionality for new weather.

With the new weather now being variable at airfields and the possibility that you could be landing in different conditions to which you took off from, I think an ATIS function should be screaming out be added.

Either a sub option under the current airfield frequency menu or a separate frequency channel for ATIS. Having more frequencies would be more work however this would also be the more realistic way of adding in ATIS. 

Make sure to randomise voice actors too...
