Allow script and/or ME to stop/start carrier launch/recovery operations inc use of Cats 3&4

As title says. 

If the carrier flight ops are stopped the deck crew should allow pilots to hook up but NOT do the 'wave' for run up. They should wait until the condition is set that re-enabled flight ops and then they should allow the 'wave' for run up and fire the cat.
