How well should I expect this system to run? (Ryzen 7 3700x/4090/Reverb G2/36gb mem)

I'm scratching my head here trying to find every conceivable way to up my frames.  On any regular server, whether it's 1 or 30 people, I'm getting 29fps on the taxiway and somewhere around 35-39fps in the air.  I don't get it.  My Ryzen 7 3700x isn't THAT old, and I would think my 4090 would get me up to at least 40fps on the ground.  

This is abysmal and frustrating.  No matter what settings I use, I can't seem to get past those numbers.  I'm even getting similar numbers in MSFS with DLSS on.  

 

Anybody have ideas on why this is?  Or is this what I should seriously expect with this setup?

Your Ryzen 3700x is THAT old. Best course of action would be to change it to 5800X3D, which should be compatible with your motherboard. It's sold at some pretty discounts lately. 

If you want to be sure, chekc FPS VR or OpenXR debug statistics (depending on which runtime you use) and check if CPU frametimes are higher than GPU frametimes. That's an indicator of CPU bottleneck in VR.

100% this, the 4090 is being crippled by the CPU.

Looking at CPU utilization is useless for games, because it will show 100% only if all cores are fully loaded. Which is rare for any game, and especially for DCS that is still mostly limited to 1-2 cores. 

A more meaningful metric is GPU usage. If GPU usage is not close to 100%, then CPU/memory is the limit.

As others have said. Holy CPU-bottleneck-batman

DCS uses two cores. You have 8. This means that the other 6 will be doing nofin' and is reflected by the statistics as such

Get the 5800X3D, or the 7900X3D is you can afford to upgrade. Even in other sims and games you can be CPU limited with that GPU, and you have spent too much money on the GPU to be constrained so much by your processor. It's only 300USD for the upgrade
