Designating target queries

Hi, I am following the training missions ( number 13) and have some queries: 

1) What is "action mode" of the TDC? I have tried pressing down on the TDC and moving it around, but it makes no difference to the slew speed ( The mission kneeboard notes refer to 2 speeds in action and no action modes...) When I release the TDC, it snaps back to the diamond round the VV in the middle of the HUD and I can see no target waypoint etc created? So I can look around using the sensor , but dont seem to have created a target point?
