After landing at Al Khaimah and getting the image about meeting dignitaries I took off and circled WP8 for about 20 min but Uzi 2 never took off.  So I started heading back to the Abe and got a mission failure message, something about not meeting the dignitaries.

Hi, are you running any mods? Have you got a Tacview of the file? I will check it out?

EDIT: 15 Jan 23: Just flew mission using normal version of the campaign in open beta. Wing took off as scripted sorry cannot recreate this end. Check out if you have any mods?

After flying it again I think the issue was that I tired left to immediatly take off from runway 16 instead of turning right and doing the back track.  So tehcnially I didn't follow the exact ATC directions but a take off is a take off, not taking the back track seems like a silly reason to fail the mission.  During the 2nd playthough I turned right and took the back track and Uzi 2 took off as expected.

As it says in the brief you have to follow instructions. IRL you have to follow Air Traffic Control instructions when they say “Right turn for backtrack”. If you don’t it’s a serious breach.
Remember the old pilot proverb, “There’s nothing more useless than runway behind you”.
