FIX INABILITY TO CAPTURE MOVING TGTS

This is ridiculous, if you have to be at most  7NM from a moving target to lock it in a moving track. You might as well land in front of them and ask them to pull over until you can use your ordinance on them! This lack of a basic function is crazy!
