DTED would be a very useful thing to have when designating using the A/G radar through clouds from a target point with different elevation data from the designation

That would make no difference FWIW. Radar does not use DTED data. 
 

Edit: I should add that you might be able to use DTED data to build an additional steer point with what might be correct elevation, but the radar itself wont make use of it directly.
