I "think" you can destroy the power source and turn off the lights that way. Currently, city (and road) lighting is 'painted' on by the night textures, there is next to no real emissive light. When time of day reaches the point where DCS determines that for latitude and longitude at this date it would be dark, it activates the night textures, and that is it. It looks good from the air (especially in a fast mover) and has a small performance hit, if at all. I'm not sure how the newer, advanced lighting model will work, but I doubt that it will model millions of individual light sources that can be individually turned on or off, so I'm hazarding a guess that we won't be able to simulate a power outage or blackout of city blocks for a while. I'm hoping that at some point, we'll be able to tell some parts of the map to turn off light texture at night to simulate something like a power out. So far I have not heard if that is in the works, but sure am hopeful. 1
