Feasibility of a Mobile ILS/PAR/ICLS station mod

I've been doing some reading on the AN/TPN-22 and it got me thinking. How possible from the perspective of a modder would it be to make a proper PARS system for dcs. On the low end I would think at least that using one of these systems as a mobile ILS/ICLS would be feasible but I'm not sure if the code behind how ILS works in dcs is encrypted and or if something like this would break IC.

You can code in ILS/ICLS to any runway in DCS by editing the beacons.lua in each terrain.  A bit time consuming and it's only a user side mod, not server side if you want it to be there for everyone.  Not sure if it breaks IC or not.  I've done it for 6 of the maps.
