Mig-23 AI Escapes without reason

a Pair of Mig 23 with explicit command to intercept me, whenever i get at a certain distance or lock them with a mirage decide to slow and turn back to airbase without reason i've tried both with "search and engage at XX" and "attack group", in the latter the plane move to attack me and then at a certain point decide to yield and start slowing down as they do when landing tried multiple times on syria

Check if they have a RTB on low fuel condition and what their fuel status when they head back is.

they are full with a drop tank they do a total flight time from airspawn at 10k of 4 max 5 min
