Measure frame times in Quad views

Is there any way to measure GPU/CPU frame time when You not are using the toolkit?

Yes, turn off Turbo in Quad Views (Look up the Quad Views Wiki For how to do that) and instead turn it on in OpenXR Toolkit. (Same net result according to mbucchia) then the advanced FPS will show both CPU and GPU frame times.
