I own BS2 and the upgrade to BS3 is still full price during this event sale.

According to ED the upgrade cost $19.99, but during this sale thats happening  when i went to try and buy the upgrade it still shows up as $19.99. Did they forget to add the upgrade to the event sale?

I doubt it - at $19.99 you're already getting it at well under the full module price of $69.99

steam has it currently for $9.99 (the bs3 upgrade) does anyone know if i buy it on steam then transfer it to my dcs standalone will this upgrade my bs2? (i bought bs2 on dcs standalone and im thinking of buying bs3 upgrade on steam then transfering it over to dcs standalone?)

Would have been a better idea to mention that in your post - but I don't know about the Steam version as I've never used it - better off asking support on the ED shop page.

It is not an upgrade. You keep the BS2 and get a BS3. It is a module by its own. 
I do not regret buying BS3 but the iglas are useless in my pow
