It seems that the .lua edit which adjusts the zoom in and out speed is being controlled by the IC now (2.9 Stable) in multiplayer. 
The method I use is this:

copy View.lua from 

C:\Program Files\Eagle Dynamics\DCS World\Config\View

paste into your Saved Games folder

C:\Users\Youname\Saved Games\DCS\Config\View

Then edit:

CockpitMouse = true --false
CockpitMouseSpeedSlow = 1.0
CockpitMouseSpeedNormal = 10.0
CockpitMouseSpeedFast = 20.0
CockpitKeyboardAccelerationSlow = 5.0
CockpitKeyboardAccelerationNormal = 30.0
CockpitKeyboardAccelerationFast = 80.0
CockpitKeyboardZoomAcceleration = 900.0
DisableSnapViewsSaving = false
UseDefaultSnapViews = true
CockpitPanStepHor = 45.0
CockpitPanStepVert = 30.0
CockpitNyMove = true

I think this is being overridden now in servers that enforce pure scripts, I would think this shouldn’t affect your Saved Games edits.

Hmm, I don't seem to have this issue on my OB install (which is currently the same build as stable.) Just verified on multiple servers with IC active and pure scripts enabled.

My View.lua is modified in a similar manner with CockpitKeyboardZoomAcceleration set to 990.0 versus your 900.0

Stange, for whatever reason it’s slow on that one server running Stable 2.9. I didn’t see this problem on OB 2.9.

Oh! I'm sorry I misunderstood you. I thought you were suggesting that it was failing the IC test with a red shield. 😅

I see now that you mean the server is overriding your configuration. I also have this problem on some servers but it does not affect all servers with pure scripts enabled. As I understand it this is a consequence of mission design whereby the mission designer's view configuration is imposed on all clients. Some servers exclude their view settings and thus we don't suffer with the slow default zoom speeds on those particular servers.

Btw this has been a concern on some servers for a few years so perhaps something has recently changed with a server that you frequently use. Best advice is probably to notify the server operator of this and see if they can address it.

Right, it’s getting overridden, not blocked. 
It’s easier to just stay away from that server. I think the operator likely has some silly agenda they want to enforce.
