mods conflict Some vehicles not spawning at start

This is a weird one.  Updated my install today and decided to mess with Combined Arms.  So I was trying some of the training missions and the tanks, etc were not there, only unarmed vehicles.

I tried creating my own mission with various vehicles, same thing.  Only the unarmed ones and some ADA spawned in.  
 

Can someone try to replicate this behavior?

 

also tried both Red and Blue on various maps.  Same thing.

Got a tip on another forum.  Remove my mods and run a repair.  When I removed the mods, everything worked.  Did not have to run a repair.

Now I have to figure out which mod
