There may be other programs, but I use VoiceAttack. The free version gives you one profile with 20 commands. The paid version ($10 USD) gives you unlimited profiles and commands... definitely a game changer, and well worth it! It can use voice commands and also key commands.

For the F-4, I have macros for take off and landing that turn on/off all the lights and raise/lower gear/flaps with a single phrase for each. I have a startup macro that gets my plane from cold to armed and ready to taxi in 71 seconds (though Jester has a cow if I move before he finishes alignment).

And as an example of what it can do with one key press:
