I get frequent stuttering of scenery when ASW/motion smoothing is on. This only occurs in the multi thread version of DCS and has always occured. I'm able to stop it by using turbo mode in openxr tool kit but this doesn't seem to be a long term solution as I believe the toolkit is no longer being maintained.

I'm using a meta quest pro with a link cable 

RTX 4090, AMD 9800x3D, 64GB Ram

I also run a quest pro but with a radeon 6950xt,64 ram same cpu. I will see a little hiccup here and there if I look to the side and at the terrain but I really have to be focused hard and looking for it. In general its really smooth for me.  Here are some screenshots of my settings that I usually run. I'm always messing with setting.s  As an experiment last night  I reset my quest pro to 72 hz and maxed out the slider then on the debug tool I left the pixel per display to 0 and set asw to disable. I also use openxr toolkit but mostly for setting contrast and colors. I had also set my max frames to 36 for this test with the tool kit. We had 40 guys flying in our mission last night and it was smooth. Hope you can find something that helps

As per the VR bug report instructions the relevant files are attached.

My NVCP settings are all default.

This only occurs when ASW is on, in the track file I forced ASW on by pressing right ctrl and numpad 3

I can solve the problem by using turbo mode in the open xr toolkit

I've always had this problem in MT, it doesn't occur in ST

ASW off and Turbo mode giving the best performance on my rig. Not sure if Nvidia low latency mode is doing something (ultra, on or off) maybe it isn't working because turbo mode is on.

Are you using either openxrt toolkit or DCS to limit the frames to the Hz of your headset?

I was (thinking it would help) and as soon as I stopped doing that my stuttering went away.

No, it's strange because it was smooth in ST and it's smooth with turbo on I just don't want to have to rely on openxr toolkit
