Wings lowering after aircraft slows down (as B-52 does, etc)

What argument is responsible for raising/lowering the wings of large airplanes? Is it default?
If there is no such thing, how can it be linked to the speed of the aircraft or its lift off the ground? If you tie it to the spinning wheels, the wings will twitch.
