SAM defence SA15

Good afternoon Guys

I have a question, If been trying even before the update to set up a SA 15 Thor to defend SAM sites, but dont matter if, I put on him engage air weapons or not, or other options, HARMS just fly with the SA15 not engaging them.

I know this new option now to evade ARMS missiles but with it on or of its also the same, If also tried green state or red with no luck. Has anybody set up a proper air missile defense with a SA15.
