SteamVR Starting Unprompted/Unwanted since 2.9.6

I'm running a Quest 3 via Virtual Desktop, DCS shortcut properties are: "H:\Program Files\Eagle Dynamics\DCS World\bin-mt\DCS.exe" --force_enable_VR--force_OpenXR

PC specs below.

Prior to latest update I always shut down Steam altogether when running DCS, I didn't use SteamVR and my DCS install is standalone. Since latest patch SteamVR is launching. If I shut it down it closes DCS.

Procedure:

Start Quest 3, launch Virtual Desktop. Launch DCS via bin-mt/dcs.exe

DCS starts and now SteamVR also loads. When I am loading a mission I see a SteamVR specific loading screen that was never there before.

What's going on?

Also (maybe related) I have a red "1" on the Module Mangers tab in the DCS main menu, I click on it and get what's seen in the attached screenshot. I've had FC3 installed for years but I click "Ok" and DCS restarts, connects to DCS servers, downloads an update and when I restart DCS the red "1" is still there... endless cycle.

Are you sure you have VDXR set as the runtime in VD. (It‘s on the PC App of VD)

But does having the OpenXR extension cause any issue? It did not prior to latest patch, it worked fine.

Also, VDXR hasn't changed from pre patch. The patch is when this issue started happening. But I will double check everything in VDXR.

Yes, I know! That is my problem, since the last patch SteamVR is starting and I don't know why!

I'm having this same problem now.   Not sure if its the DCS patch that causing it or the fact I installed Steam VR yesterday as well.  I run steamVR before and did not get this issue.  Also, not using VD, using Steamlink instead.    Only solution I have found so far is to completely uninstall SteamVR,   Anyone find a better one?
