Afghanistan - transfer of license from Steam to Stand Alone

As title, I bought the full Afghanistan map on Steam (along with some other DCS purchases) and then transferred all of the licenses to the stand alone product. The store here will allow me to buy the full map again (but not the South West map) and the module manager in game only shows that I have a license for the South West map.

Is it designed this way?

Why is only the license for the South West map transferable from Steam and not the license for the full map? What happens when the next third of the map is released?
