reported earlier KC-135 deploying baskets on "Intent to refuel"

KC-135 tanker is deploying both baskets upon "Intent to refuel" radio command. Expected behaviour is for a single basket to deploy upon the "Ready pre-contact" command.

This bug seems to occur only in local single-player missions.

Running the same mission file on a dedicated server the KC-135 is displaying expected behavious
