How to program the lau for toggle switches...

So getting back into cockpit building since I got a laser cutter and building a CH-47F electrical panel  I got the switches part wired up (will worry about lights later) and running them into a gp-wiz40 controller since DCS-BIOS doesn't have everything for CH-47F yet.

The sim can detect when a toggle is switched, but when its in the off position nothing get recognized.  I remember in the past build (like a decade ago) there was a way to tell the LUA that if the signal isn't detected go back to another settings...can't seem to find that. I know a lot has changed in a decade so looking for some help.

Actually. DCS has off positions possible from a few years back. Let's say you have three position switch. ON-OFF-ON. A-B-C
Then in DCS you bind A and C as the respective on position of the switch, like you bind any button/switch. Then, for B you make two bindings. First you bind A on, while in the drop down you select A_OFF, and then the same for C. When you move the switch to A, it turns on, while you move it to off. It turns on B. Move it to C. It turns off B, and turns on C. Exactly the same procedure for two position toggle switches. ON-OFF.

Which LUA file would I do this in for the CH-47F?  I already have all the A's and C's bound....just need to do the B's now.

No Lua at all. Open up the Controls settings. Find the the one you want as off. Double click it, toggle the switch to on, and then, were it shows the switch with a number, (it's a drop down), clicka the drop down and select the XY_OFF.
It's really easy. It's a feature in the game.
