Why do I need a module ?

If I want to buy / play the Viper, F16 compaginó “Dragon’s Fury” why do I need to spend $40 for the Apache module that I will never play?  
 

an F16 campaign should not require another aircraft to play it, am I missing something??

You shouldn't need the Apache.  What are you seeing that makes you think you do?
