There is a little box in the top right corner of this thread with "search" in it.  Type "authorization" and hit enter.  There have been probably 20 new threads started about this (or what is virtually the same) issue in the last 2 weeks.

Short answer is It's your antivirus causing issues.

Never seen this happen in an update with my Windows anti-virus before.  I would like the Admins to see if this is a false reading by my anti virus

Should they do this after every update?
Search forums like Rob says and make a calculated guess.

Fixed the issue by excluding all DCS main folders in Windows Defender. Ran the updater again and works like a charm.

Did those exceptions too, did not help.

Repaired by checking every file and reset the exceptions and now it works.

The exceptions totally work. But not before one makes a repair for obvious reasons. The Anti-Virus snatches the files, and breaks DCS, and will continue to do so until the exceptions are added, and then a repair is needed to restore the files.
