TWS not selecting multiple targets

I've watched a few videos, read Chuck's Guide but cannot get additional air targets in a group auto selected (boxed instead of solid). Sometimes I can, most times not. From RWS I can go into STT by selecting an aircraft in a group. Then either short fwd or aft on AACQ. Doesn't matter which TWS mode. Only the primary is tracked. Sometimes I can manually select secondary and so on but sometimes not. Have cycled the auto (pb10) boxed and unboxed and once in a while it will track the other three aircraft in the group which I can then cycle through with the coolie. What am I doing wrong?

I did more testing and believe the problems I was having were due to the closeness of the planes in the enemy formations. If they are spread out more it works as advertised.

If targets are masking (radar can't distinguish location difference between tracks), the additional tracks will show at a fixed offset relative to the first track and will be flashing. They won't be individually selectable until the radar breaks them out.
