Campaign Operation Cerberus North M2, No ATC Comms at Start-Up

Hi there

In M2, Op Cerberus Nth I'm asked to request Taxi whilst I'm cold & dark in the hangar.  

Tried many times to talk to the Tower in Incirlik on 360.100 in COMM-1 for my Start-Up. No reply.

I get tired of waiting, so Taxi to the Runway & then Incirlik Tower contacts me & says I've incurred an infraction & my CO will be notified for not getting clearance to runway. 

Meanwhile, my Radio Menu is still showing Start-Up.

What's the story?
