How do I make ships attack targets in FC2?

The "Attack Waypoint" doesn't exist for ships, and the "Attack Zone" doesn't have any check marks in it. I send cruisers to attack a base and naval targets and they don't launch a single cruise missile.

 

Yet, in Su-33 - Black Sea Battle, it's a bloodbath. I tried looking in the mission to figure out if I'm doing something wrong, but in this there aren't any attack waypoints or anything of the sort. How am I supposed to replicate what happens in this mission? How do I make naval targets attack ground targets?

Not sure about ships attacking ground targets, but to get them to fire at other ships, add an AWACs.
