Why no comms with GCI?

Although when hitting F4 there's an option to call Awacs/GCI, if you set up a EWR station and try to communicate with them to give you a picture, noone responds. Are they all drunk just fell a sleep or am I missing something? I know that EWR acts the same way as Awacs (provides the datalink to 29S and 27s) so I was expecting comms as well.
