If the product was previously deactivated, yes.

If the product was not previously deactivated, I do not think so since deactivation requires use of the protect.exe.

Deactivate or just uninstall?

Hi i want to uninstall my dcs A-10 beta 3 and then make a clean install with beta 4.

Do i have to deactivate and then uninstall or just simply uninstall and install new installation?

No, there is no sense to deactivate since installer knows nothing about activation and thus doesn't touch activation data.
