Su25T Alt Hold

Hi:

 

I was trying to enage the baro and radar Alt hold yesterday, and the plane kept fluctuating up to 500 meters. So even over the sea with baro alt hold, I would set it at 2000, but she would get down to 1400. Any reason? Throttle setting too low, with to much weight possibly?

The throttle setting is probably it. I've had something very similar.
