HYD PRESS, L/R

If you get the HYD PRESS, L/R caution light, the manual says, for the left system;

 

1. set the FLAP EMER RETR switch to EMER RETR

2......

 

 

Do you only have to do this if the flaps are out, or do you have to do it regardless? Likewise the procedure involving speed brakes for the right system.

 

I was thinking having the flaps out must take hydraulic pressure so we want to retract them to save that hydraulic pressure for more useful things later on in the recovery? But if the flaps are not out do we not have to use that switch? anybody know?
