problems with animation

I have a problem with a animation,when I create a animation like wheels, and I link wheels with the gear, the wheels animation starts to scale without animate scale.here are photos

Clear all pivot. Create a new gear than insert a dummy between the gear and the gearleg. E.g. link to tha gear to the dummy and link dummy to the gearleg. After that assign the argument and animate the gear as well.
