For video and screenshot purposes, I've been trying for a long time to get tight formations on DCS. Problem is, the closest the wingman will ever come (except take off/landing) is still a significant distance. Is there anything to tweak to maybe bring the wingman in much, much closer (see photo below)?

Only in multiplayer with human pilots, I believe.

Formation flying, as far as I know, has no significant tactical advantage and is dangerous in combat (think about what you would be doing if a SAM were launched at you...yep, right into your wingmen if you were in formation like that). You really WANT your wingmen far away, just for that purpose. The various formations that are available are of much more use (well, should be, barring AI stupidity) during combat and provide the separation needed to safely (to you and your flight; not the tangos on the ground wondering what that shiny thing was they thought they saw in the sky) employ ordnance.

Want to fly like that? Logon to a multiplayer server and ask for a willing participant. :)

For the purposes of movies you can set an AI plane to fly a route and then fly formation on it yourself; that'll let you get as close as you like.

For a four-ship it'll be hard though, since the AI will take evasive action if it comes too close to another aircraft. Maybe worth a try though, just copy and paste an existing aircraft with a slight offset to its waypoints.

Comms menu - Formations - F6. This is finger four formation and it's a tight formation.

Edit - Not sure if it's as tight as your picture above, but it's the tightest formation I've noticed so far.
