I'm sorry if this has been posted before but I couldn't find a thread.

 

Does anyone know how to create sound files (.ogg) to add to a radio message? I'd like to give co-ordinates for CAS support but not sure of A) How to create such a sound bite, and B) How to make it a .ogg file once made.

A freeware audio editing software. You can record from a mic and export as .ogg.

 

http://audacity.sourceforge.net/

 

 

You can also save em in the GSM 6.10 codec for .wav to get pretty small files also.

Now... does anyone know of good text to voice freeware I could use for recordings? Something that sounds natural and flowing would be good but I know how hard it is to find that kinda text to speach software.

SayPad is a nice freeware app for text to voice. Just found it today. Played with about 5 others and this seems to be the best flowing.
