As it seems, if I create a "Unit inside moving zone" trigger, it becomes instantly true, even if the set unit isn't inside the zone. It seems this happens only with ground units, with air units or ships I couldn't reproduce this behaviour. I have uploaded a simple test mission, which shows this behaviour.
