I'm confused about reputation too. How do I give reputation to others?

Look under the users name in the post you want to rep. There is one icon saying "on" or "off". Right of that - click to give rep. You can give positive or negative rep, depending on your opinion of the post. You need to give a reason for the rep in the popup. You cannot give/deduct rep from the same person two times in a row - you need to do the same to several people in between each specific individual. Note that some sections of the forum have repping turned off.
