Will EOS be fixed?

EOS/IRST elevation scan is ineffective above or below the altitude your flying because the EOS no longer has elevation scan capability unless you break altitude to raise or lower your airplane's nose. Is this going to be fixed because it dramatically degrades this weapon system?
